Federal agents discovered more than 100 files of sexually explicit images and videos of children – some as young as 7 years old – meticulously organized by age and category on the personal electronic devices of former Democratic Pennsylvania State Representative Jesse White.
The FBI arrested White at his Upper Allen Township home Tuesday after uncovering the depraved collection spread across multiple laptops and hard drives. Court documents reveal the disgraced former lawmaker now faces federal charges for possession, receipt, and distribution of child pornography.
Dark Web Predator Confesses
White admitted to investigators that he actively collected the disturbing material by prowling the dark web. He confessed to using encrypted applications and sophisticated file-sharing programs including Qbittorrent, Telegram, and the Tor browser to download and distribute the illegal content.
The criminal complaint filed in the Middle District of Pennsylvania details a methodical operation. White didn’t stumble upon this material – he hunted for it, downloaded it, categorized it, and kept it.
The Horrifying Evidence
The content found in White’s possession included videos depicting minors between 7 and 15 years old engaged in sexually explicit activities. Investigators also discovered nude photographs of girls ranging from 8 to 14 years old.
Federal authorities launched their investigation after the National Center for Missing and Exploited Children received an anonymous cyber tip on Sunday. The tip included homemade child pornography featuring a naked boy between 5 and 6 years old in a shower.
The Trail Leads Home
Metadata extracted from one photograph proved damning. The image showed a white male wearing a wedding band – and investigators traced the photo directly to a phone registered to Jesse White. The image was taken in January 2019.
A second cyber tip during the investigation revealed another nude image of a boy approximately 9 to 11 years old, photographed in August 2021.
Federal investigators noted pointedly in the complaint: “Jesse White has two minor male children.”
From Public Trust to Federal Custody
White served Pennsylvania’s 46th District – covering parts of Allegheny, Beaver, and Washington counties – from 2007 to 2015. Citizens entrusted him with representing their interests in Harrisburg. Instead, he was secretly amassing one of the most disturbing collections imaginable.
The married father of two couldn’t afford private legal representation, according to court documents. He’s been assigned a federal public defender and faces a detention hearing Wednesday afternoon at the Harrisburg federal courthouse.
A Pattern of Corruption
This isn’t White’s first brush with serious misconduct. The Pennsylvania Supreme Court’s Disciplinary Board disbarred him as an attorney in 2017 after determining he had stolen $100,000 in client funds to feed an out-of-control gambling addiction.
Despite this spectacular fall from grace, White had the audacity to apply for reinstatement to the bar in March 2026. The outcome of that petition remains unclear – though his latest arrest will certainly resolve that question.
