West Virginia Rep. Riley Moore just dropped a legislative bombshell: he’s filed an amendment to lock President Trump’s ban on transgender medical procedures for minors into law—no ifs, ands, or buts. This is the fiercest stand yet against the chemical and surgical mutilation of children, and Congress must act.

Moore’s proposal rides shotgun on the massive Consolidated Appropriations Act of 2026. It flatly bars a single dollar of federal funding from being used to rebel against Executive Order 14187, Trump’s directive that shields kids from life-altering “gender-transition” interventions.

Trump’s order is crystal clear: no federal agency may fund, partner with, promote or support these destructive procedures. It calls on every department to enforce existing statutes that prohibit child gender transitions.

Health and Human Services has already followed through, issuing regulations to yank Medicare and Medicaid from any hospital that performs transgender treatments on minors. Even the Children’s Health Insurance Program is off-limits for these procedures under the new rules.

America is waking up to the fact that irreversible hormonal therapies and surgeries on young bodies are a moral and medical fiasco. Scientific studies warn of lifelong complications—infertility, bone damage, psychiatric harm—and our federal government should refuse to bankroll it.

The House Rules Committee meets Wednesday to fast-track the bill. With Republicans holding the gavel, this amendment will sail through the lower chamber. The only real obstacle lies in the Senate, where Byrd Rule technicalities and Democratic obstruction could try to squash it. That won’t shake the GOP’s resolve.

State legislatures from Florida to Idaho have already banned child gender treatments. Now it’s time for Congress to codify a national standard. Parents, teachers, doctors and everyday Americans overwhelmingly demand protection for minors—in and out of D.C.

Riley Moore’s amendment is commonsense conservatism in action: defending childhood, defending science, defending reality. Republicans must refuse to compromise. Lock it in, fund our military and homeland security, and end federal complicity in medical experimentation on children once and for all.
