CIA Stonewalls COVID Origins Investigation as Bombshell Allegations of Illegal Surveillance Emerge

The Intelligence Community Inspector General has accused CIA Director John Ratcliffe of deliberately obstructing a critical investigation into whether America’s spy agencies orchestrated a massive cover-up of COVID-19’s laboratory origins—while allegedly conducting illegal surveillance on analysts who dared to pursue the truth.

This isn’t bureaucratic foot-dragging. This is obstruction.

In a damning June letter to Senate Judiciary Committee Chairman Chuck Grassley, Intelligence Community Inspector General Christopher Fox laid bare the CIA’s refusal to cooperate with federal oversight. The agency has failed to provide records essential to determining whether government officials actively suppressed evidence that the pandemic originated from a lab accident in Wuhan, China.

The stakes couldn’t be higher. Over one million Americans died. The global economy collapsed. And mounting evidence suggests our own intelligence apparatus may have buried the truth.

The Surveillance Scandal

Fox’s investigation centers on explosive allegations that CIA leadership tracked the computer and phone usage of analysts working under then-Director of National Intelligence Tulsi Gabbard. These analysts, part of a special unit called the Director’s Initiatives Group, were investigating alleged Biden-era intelligence failures on COVID origins.

Their communications with whistleblowers were reportedly monitored.

When confronted, Ratcliffe claimed there wasn’t evidence the CIA “illegally monitored” these analysts. That carefully parsed non-denial speaks volumes. The IC Inspector General found this response “concerning”—Washington-speak for unacceptable evasion.

The CIA isn’t just resisting transparency. According to Fox, the agency is violating federal law requiring it to “coordinate” with the IC Office of Inspector General on oversight matters.

A Whistleblower Breaks the Silence

CIA special operations officer James Erdman III delivered bombshell testimony to Congress on May 13 that should have dominated headlines for weeks.

Six of seven technical experts on a COVID origins assessment team concluded the virus came from a lab leak. Management overruled them.

“Six of the seven technical experts say, ‘Yep, we still think it’s a lab leak,'” Erdman testified. “And they were sticking to their guns. Management changed the analytic line.”

This wasn’t analysis. This was manipulation.

The result? A 2023 CIA assessment that conveniently refused to take a position on COVID’s origins—despite the overwhelming expert consensus favoring the lab-leak hypothesis.

Fauci’s Role in the Cover-Up

Erdman didn’t mince words about Dr. Anthony Fauci’s involvement.

“Dr. Fauci’s role in the cover-up was intentional,” the CIA officer testified before the Senate Homeland Security Committee.

According to Erdman, the then-director of the National Institute of Allergy and Infectious Diseases handpicked “a conflicted list of curated subject matter experts, public health officials and scientists” specifically to prejudice intelligence assessments toward a natural origin theory.

This wasn’t scientific inquiry. This was outcome-driven propaganda.

As early as May 2020, scientific papers circulating within the Intelligence Community supported the lab leak theory. But senior National Intelligence Council officers allowed Fauci—who had a documented financial interest in gain-of-function research—to “inject himself” into the debate as a subject-matter expert, overruling actual intelligence analysts.

The Chinese Connection

The web of conflicts runs deeper than Fauci alone.

Ralph Baric, who co-authored what amounts to a “blueprint” for engineering SARS-CoV-2 with a scientist from the Wuhan Institute of Virology, also served as a consultant for the IC’s Biological Sciences Expert Group.

Let that sink in. A man who helped create the roadmap for the virus consulted on intelligence assessments about that same virus’s origins.

“It is highly plausible Fauci et al provided synthetic viral capability the Chinese government could use for military purposes,” a former IC intelligence analyst told investigators. “Baric directly; Fauci indirectly via grants.”

This former analyst revealed that IC analysts “were essentially in lockstep with the WHO’s position, which was the same as the Chinese’s” position—a damning indictment of how Beijing’s propaganda infected American intelligence.

“I think there is a very pervasive Chinese influence at the IC at different levels,” the ex-analyst warned, suggesting Fauci and others got “played like a Stradivarius.”

Or perhaps they were willing participants.

The Credibility Crisis

The timing of Ratcliffe’s obstruction creates a particularly bitter irony.

As former Director of National Intelligence, Ratcliffe was one of the only officials with the courage to publicly support the lab leak theory when it was politically unpopular. He has repeatedly called for transparency on COVID origins.

“One of the things that I’ve talked about a lot is addressing the threat from China on a number of fronts, and that goes back to why a million Americans died and why the Central Intelligence Agency has been sitting on the sidelines for five years in not making an assessment about the origins of COVID,” Ratcliffe stated when the CIA finally shifted its position in January 2025.

So why is he now blocking an investigation into exactly that issue?

“My concern is John Ratcliffe’s posture,” the former intelligence analyst said. “I hope that he’s not working at cross purposes.”

That concern is justified.

Grassley Demands Answers

Senator Grassley, a tenacious watchdog of government misconduct, pulled no punches in his statement.

“Americans deserve a full accounting of COVID-19’s origins and the Intelligence Community’s response, especially whether whistleblowers were unlawfully monitored amid fallout from the virus,” the Iowa Republican declared.

“It’s very concerning to me that entities within the Intelligence Community are obstructing the Inspector General’s honest efforts to perform a thorough investigation. Sunlight is the best disinfectant; the IC must come clean to the American people.”

Grassley understands what’s at stake. This isn’t about settling a scientific debate. This is about whether our intelligence agencies can be trusted to tell Americans the truth—or whether they’ve become instruments of political manipulation and foreign influence.

New Allegations Continue to Surface

An April 22 assessment from the IC Office of Inspector General revealed that investigators have received fresh allegations of “conflicts of interest” tainting past COVID intelligence products.

That assessment identified that “external agencies have information IC OIG does not currently possess, and that such information is likely material to a comprehensive assessment of allegations relating to the origin of COVID-19.”

Translation: There’s more damaging evidence out there that the CIA doesn’t want revealed.

The assessment concluded with understated severity: “This special review confirms the existence of serious allegations regarding the integrity of U.S. Government personnel and processes related to the assessment of the origin of COVID-19.”

The FBI and Energy Department Got It Right

While the CIA sat on the sidelines for years, other agencies followed the evidence.

The FBI and Department of Energy both concluded years ago that COVID-19 most likely originated from a laboratory leak. It took until January 2025 for the CIA to reach the same conclusion—and only after an assessment begun under Biden’s CIA Director William Burns.

Four other agencies, including the National Intelligence Council, continue to cling to the increasingly implausible zoonotic theory—that the virus naturally mutated from bats through an intermediary animal to infect humans.

That theory requires believing in a remarkable series of coincidences: that a novel coronavirus with unusual features happened to emerge in the same city that houses China’s premier coronavirus research lab, which was conducting gain-of-function experiments on bat coronaviruses, during a time when that lab had documented safety problems.

Occam’s Razor suggests a simpler explanation.

What Needs to Happen Now

The former intelligence analyst asked the essential question: “What needs to be uncovered is who’s driving this natural origin thing and suppressing all this other stuff with the lab leak and why?”

That question demands answers.

Congress must use its subpoena power aggressively. The CIA’s stonewalling cannot stand. Every document, every email, every communication related to COVID origins assessments must be produced.

Analysts who were allegedly surveilled deserve protection and vindication. Whistleblowers who exposed this cover-up deserve Congressional medals, not retaliation.

And every official who manipulated intelligence assessments to protect China, shield gain-of-function research funding, or advance a political narrative must face consequences.

The Bottom Line

The American people were told the lab leak theory was a conspiracy theory. It wasn’t.

They were told the science was settled. It wasn’t.

They were told to trust the experts. Those experts had conflicts of interest and possibly foreign influence.

Now we learn that intelligence analysts who followed the evidence were overruled by management, possibly surveilled illegally, and that the CIA is actively obstructing the investigation into this scandal.

This isn’t just about COVID’s origins anymore. This is about whether American intelligence agencies serve the American people or whether they’ve been compromised by foreign adversaries and corrupted by officials protecting their own interests.

One million Americans died. They deserve the truth.

The CIA declined to comment. Their silence speaks volumes.
