Pentagon Solicited Dangerous Virus Experiments Two Years Before COVID Pandemic Erupted
The Defense Department actively sought proposals for risky virus manipulation experiments nearly two years before COVID-19 devastated the world—a bombshell revelation that fundamentally reshapes our understanding of what federal agencies knew and when they knew it.

The DARPA Connection Nobody Wanted to Discuss
The Defense Advanced Research Projects Agency put out a call in January 2018 specifically requesting research into “what drives cross-species jumping” in viruses. This wasn’t theoretical musings. This was a direct solicitation for gain-of-function experiments.
“If you want to know, down to the nucleotide level, what drives a cross-species jumping event, you are talking gain-of-function experiments,” Baric told Senate investigators. No ambiguity. No scientific hedging. Just the stark truth.
Senator Rand Paul deserves credit for forcing this transparency. He’s established a dedicated Reading Room webpage to provide Americans full access to the decisions surrounding viral research that preceded the pandemic. While others worked to bury evidence, Paul fought to expose it.
The Smoking Gun That Won’t Disappear
Here’s where the story becomes impossibly damning: One proposal DARPA received—called Project DEFUSE—contained nearly identical characteristics to SARS-CoV-2, the virus that caused COVID-19. Scientists have called this “smoking gun” evidence that COVID-19 was engineered in a laboratory.
The proposal specifically outlined inserting a furin cleavage site into coronaviruses. That exact feature later appeared in SARS-CoV-2. “We’ve never dropped a furin cleavage site into a coronavirus like that,” Baric acknowledged under questioning.
Who submitted this eerily prescient proposal? A triumvirate that should alarm every American: Ralph Baric himself, Shi Zhengli from the notorious Wuhan Institute of Virology, and Peter Daszak, whose EcoHealth Alliance nonprofit funneled millions in federal grants to Chinese virus research before being permanently banned from receiving taxpayer funds.
The Fauci Cover-Up Deepens
Anthony Fauci spent years assuring Congress and the American people that gain-of-function research was safe, necessary, and absolutely didn’t cause COVID-19. Baric’s testimony obliterates that narrative.
The virologist revealed private meetings in January and February 2020 where Fauci and top scientists actively debated whether gain-of-function research sparked the pandemic—even as Fauci publicly dismissed such concerns as conspiracy theories.
Fauci took particular interest in a 2015 paper Baric authored involving “potential gain-of-function related experiments” funded by the NIH. During one meeting, Fauci was “called away for a phone call in a SCIF”—a Secure Compartmented Information Facility used for handling classified intelligence. What was so sensitive it required classified communications infrastructure?
Chinese Involvement They Tried to Hide
The corruption runs deeper still. Daszak wrote that he would deliberately “downplay” Chinese researcher involvement when seeking federal funding. Why the deception unless there was something to hide?
Work performed by Shi Zhengli at the Wuhan Institute wasn’t acknowledged in Baric’s 2015 paper until five years after publication—at Daszak’s explicit request. This isn’t normal scientific practice. It’s a cover-up.
When asked if the Wuhan Institute had the technical capability to perform the DEFUSE experiments independently, Baric answered without hesitation: “Absolutely.”
The Lab Leak They Can’t Rule Out
Baric delivered perhaps his most devastating assessment when discussing laboratory safety: “You cannot ever conclusively say that there was not a laboratory leak” that started the pandemic.
Why such certainty about the impossibility of certainty? Because Chinese researchers “published papers saying that they did their work at BSL-2″—Biological Safety Level 2, which has far less stringent safety protocols than BSL-3.
“There are many more laboratory-acquired infections at BSL-2 than at BSL-3,” Baric explained. Translation: The Chinese were conducting dangerous coronavirus experiments under conditions virtually guaranteed to allow accidents.
Unfunded Doesn’t Mean Unperformed
Project DEFUSE wasn’t officially funded by DARPA. The establishment has used this fact as a shield against accountability. But former CDC Director Robert Redfield exposed this dodge during a 2024 biosecurity panel: unfunded proposals can still be tested under other research grants.
Baric confirmed this loophole under oath: “Research grants are always written in the context of being more fluid than contracts.” In other words, rejecting one specific proposal doesn’t prevent the work from happening anyway under different funding streams.
We know EcoHealth Alliance received millions in federal grants. We know Baric received NIH funding. We know the Wuhan Institute was performing coronavirus research. The notion that DEFUSE’s dangerous experiments simply disappeared because one agency declined one specific proposal is laughable.
The Document Destruction Scandal
The cover-up extended beyond misleading testimony into outright criminal conduct. Senator Paul’s investigation uncovered evidence that Fauci “destroyed government records and recommended that other members of government delete emails and then delete them from their deleted files.”
Dr. David Morens, Fauci’s former senior adviser, was indicted in April for concealing and destroying records critical to uncovering COVID-19’s origins. These aren’t the actions of people with nothing to hide.
What No Civilian Needs
Critics have consistently argued there are no legitimate civilian applications for gain-of-function research. The supposed benefits—developing vaccines or treatments for emerging viruses—don’t justify the catastrophic risks.
DARPA requested these experiments explicitly to study pathogens that could infect US troops abroad. That’s a military application. Why was the National Institutes of Health funding this type of research through organizations like EcoHealth Alliance?
