The T&E Driving School is at the center of this debacle, allegedly taking cash from immigrants and colluding with DMV examiners to bypass essential road tests. Staten Island District Attorney Michael McMahon announced this operation, aptly dubbed “Operation Road Test,” during a recent press conference. This investigation involved collaboration with Homeland Security and state officials.

“This operation blatantly disregards the laws necessary to ensure public safety on our roads,” declared George Ioannidis, assistant special agent in charge of Homeland Security Investigations in New York. The blatant nature of this scam is infuriating; they targeted vulnerable members of the Chinese community, offering driver’s licenses without any regard for immigration status, language barriers, or even basic driving skills.

Key figures in this scheme include T&E owner Weixian Tan and his affiliates, who allegedly bribed DMV employees to rubber-stamp applications, skipping the crucial road tests altogether. Prosecutors estimate that two of the involved examiners could approve up to 1,500 licenses a year, making it clear that this was just a small fraction of a much larger issue.

Currently, over two dozen suspects are in custody, and further investigations may reveal hundreds, if not thousands, more individuals who exploited this corrupt system. This operation is a disgrace and represents a corrosive breach of trust by DMV employees who swore an oath to serve the public faithfully.

Despite facing serious charges, such as fraud and tampering, the defendants were arraigned and released without bail under New York’s misguided 2019 bail reform laws. However, authorities have mandated that they surrender their passports, a small measure in the face of such rampant corruption.
